This Assignment consists of Section - I and Section - II. There are five questions in each section. You have to answer a total of five questions in about 500 words each, selecting at least two questions from each section. Each question carries 20 marks.

SECTION-I

  1. Discuss the evolution and significance of democratic decentralisation in India.
  2. Examine the Constitutional dimensions of democratic decentralisation in India.
  3. Examine the operational framework of empowerment and suggest measures for effective empowerment.
  4. ‘Bhagidari, a programme of Government-Citizen Partnership, can be termed as a model of good governance’. Comment.
  5. Examine the role of Panchayati Raj Institution (PRIs) as an Instrument of social transformation.

SECTION-II

  1. Explain the significance of capacity building at the local level.
  2. ‘The 74th Constitutional Amendment Act, 1992, empowers the municipalities to function as an effective institution of local self-governance’ Examine.
  3. Write a note on modalities for people’s participation.
  4. What are the basic constraints in micro-level planning?
  5. Define sustainable development and explain its interlinkages with governance.

  3. Discuss how components of Decentralised Development lead to equal distribution of benefits of development.
  4. ‘Special and Single Purpose Agencies defeat the spirit of the local Governance’. Discuss.
  5. Explain the impact of Decentralised Development in realising the objectives of Local Governance.

SECTION – II

  1. Discuss the important recommendations of various Committees on Local Governance.
  2. ‘The study of 11th Schedule suggests that Local Bodies have been assigned major responsibilities’. Discuss.
  3. Describe the significance and issues in Micro-Level Planning.
  4. Highlight the modalities for Peoples’ Participation in Local Governance.
  5. Define Sustainable Development and identify inter-linkages between Sustainable Development and Governance.

    a) Impact of decentralized development on bureaucracy.
    b) The Principle of Balance.

  1. ‘The 74th Constitutional Amendment Act, 1992, empowers the municipalities to function as an effective institution of self-governance’. Examine.
  2. Describe the structure, power and functions of Panchayati Raj Institutions.
  3. What are the basic constraints in micro-level planning?
  4. Explain the significance of capacity building at the local level.
  5. Write short notes on the following in 250 words each:
    a) Institutional capacity building of Grassroot functionaries.
    b) People’s aspirations towards local Governance.
